Class-based global everything would be best. Looking at Bricks.... Would enable super adoptability and scalability. Probably would require moving individual element css to IDs vs classes? At least that's how Bricks handles it.

Having an automatic site-wide style for buttons, columns, and rows to appear, similar to the font styles, would be an enormous timesaver. <3
