Reorder Blocks: icon to designate 'Global' & button to open Styling menu & shortcut key(s)

If two BLOCKS are created that have small heights, lets say 40 pixels for a menu bar that is a BOXED BLOCK and directly below a 2-pixel FULL BLOCK for an edge gradient that runs along the bottom of the menu bar. Once these two blocks have had styling, it isn't possible to access the BLOCK STYLING MENU again as the lower BLOCK STYLING MENU covers up the upper BLOCK STYLING MENU. The only way to access the upper BLOCK STYLING MENU is to first access the lower BLOCK STYLING MENU and then add temporary padding/margins and then go back and access the upper BLOCK STYLING MENU to make changes and then go back to the lower BLOCK STYLING MENU and put the values back to what they were - this is such a hassle as it takes unnecessary time.
An added feature that would resolve one BLOCK STYLING MENU from covering another would be to add a button in the REORDER BLOCKS MENU that if selected would slide open that BLOCKS STYLIING MENU. Another could be a shortcut key(s) to open the styling menu when cursor is over a BLOCK (either in the UI or Reorder Blocks menu.
